Reducing greenhouse gas emissions is a priority in the fight against global climate change, sustainable development goals, and environmental policies. In this context, the Emissions Trading System (ETS), a market-based mechanism, is gaining increasing importance. The national ETS (TR-ETS), which will be piloted in Turkey, a signatory to the Paris Agreement, in 2025, necessitates structural transformation and strategic management, particularly in carbon-intensive sectors. This research aims to evaluate the sustainable competitive strength and circular economy applications of carbon-intensive sectors during the pilot implementation phase of the TR-ETS, using Fuzzy Multi-Criteria Decision Making methods. In addition to contributing to the academic literature, the study aims to develop applicable strategic recommendations for policymakers and the private sector in the TR-ETS process, as well as to contribute to the 2053 net zero emissions target by raising awareness levels among businesses.
