In parallel with technological developments, this project aims to create a generalized subjective digital literacy index in Türkiye by synthesizing the various aspects of digital literacy, which is the ability to use these technologies. Additionally, the project will enable research into the competencies required for digital literacy and its constituent components. As a result, a reliable, national-level measurement of digital literacy at the household level will be developed, along with a current, comprehensive, consistent, and comparable scale. It is anticipated that the outcomes of the project will serve as a guide for policymakers in developing data-driven digital literacy policies.
